Charging documents say Vincent Morre punched, kicked and assaulted one of the men with a chair and punched and kicked the other man.
Defense attorney David Hayakawa says Morre pleaded guilty as charged Tuesday at his first court appearance.
The 37-year-old is accused of depriving the men of their civil rights. The FBI says the attack took place in a Honolulu game room in September.
Hayakawa says Morre wanted to take responsibility for his actions as soon as possible.
Morre has nine years of service with the department. Hayakawa says Morre will be resigning immediately.
Chief Louis Kealoha says the incident doesn’t reflect officers’ good work.
